The rec commission voted to have the good fellows countdown the lights and a representative from public service welcome santa, to recognize the good fellows for all they do for kids during Christmas, and to show support for the police for what they do every day especially since it has been a difficult year for police.

Yes…I changed my plans to be there when the date couldn’t changed.

So lets recap…….Joe at the end of Sept beginning of Oct asks to have CHRISTMAS IN FRASER moved to accommodate him. Just him. Forget the band. Forget the staff and arrangements that need to be made.

The Parks & Rec commission had a meeting on Nov 1st which they went over what was going to happen for this event. The Goodfellas and the Fraser Police Dept were going to be honored. Mayor Pro-Tem Carnegie was going to handle the Mayor ceremonies being Joe Nichols said in his previous emails HE COULD NOT BE THERE.

Yet the body that is appointed by the CITY COUNCIL to handle things for Parks & Rec lays out a plan at a public meeting and the plan is voted on but Jumpin Joe wants to change all that around. Who are we to disagree?

Joe demands a meeting with Christina Woods who is the Parks & Rec director along with Joe Nichols supporter Angie V. who now has to flip the switch to the lights every year. Forget what the Park & Recs commission thinks, Joe & Angie have a plan and YOU BETTER FOLLOW IT. Why does Joe need a meeting to impose his view this late in the process? Remember he was not even going to be there unless they changed the date. Simply, this is another bully tactic.

Dave Winowiecki who is a member of the Parks & Rec commission responds to a email after Christina lets EVERYONE know that Joe and Angie have now inserted themselves to alter the plans that lots of other people have been working on for almost 6 months.

For clarification and to avoid planning without confirmation in the future an inquiry on a schedule change is absolutely not a decline of invitation.

To avoid any confusion, just to clarify, this is David Winowiecki responding……..

Your response alleges that I don’t have the correct information with regard to “Christmas in Fraser” and I have to disagree with you (unless I have missed something along the way). On September 30th 2016 you sent our Director of Parks and Rec an e-mail asking about the ceremony date as well as indicating that you may have a conflict and you were trying to head it off early. A subsequent e-mail sent by you on October 10, 2016 stated that you wanted it moved up or back a week as you had a prior commitment and “I can’t do December 3, 2016 “. You continued by asking “Also are you thinking of anyone this year to help with the lights like we did with Maddy last year?” Our Director of Parks and Rec promptly replied that the date could not be changed due to advance planning and vendors were already confirmed and booked. In that same e-mail, our Director (referring to the lights question) informed you that she would “bring it to a commission meeting for them to decide (they chose the Grand Marshal of the parade so this would be similar), or if the council would like to recommend someone, that is fine too”. Also in the e-mail our Director said “let me know if I should go ahead and look for a person or organization to do the countdown “.

The e-mail that followed from you, (again on October 10, 2016, addressed to our Director, cc’ing Rich Haberman, Kelly Dolland and Tim Tomlinson), requested a meeting to discuss changing the date and confirming yet again that you had a prior commitment and “we need to change the date”. Within one hour our Director responded with times that she was available to meet. Less than 15 minutes later the City Manager followed with an e-mail informing you that the event is for the people of Fraser and that he was not going to direct Christina to change the date. It is my understanding that Christina did not hear from you again until November 14, 2016……(well after the Parks and Rec Commission met, decided on the program, and voted). Please note that 34 days had passed before it somehow became a concern of yours again even though several e-mails were exchanged on the subject October 10, 2016. You allege that our Department Head did not verify that you would not be attending……..your e-mails were pretty clear that you would not be able to attend unless the date changed and you were duly informed that it would not. You ask that anyone charged with the responsibility of planning any City event to be sure that due diligence has been followed before assuming anything and voting…… were invited to offer council the option of input on the programming and there was no response…….planning for the event was posted on the Parks and Rec meeting agenda for October as well as November of 2016 and we received no input from anyone, so quite simply, our Director and the Commission did its job.

In your response to me you said “I encourage you to be more selective with your choice of words” with regard to a special meeting……If I have struck a nerve, please accept my apology, however, to clarify I stand by my choice of words as I did not allege that a special meeting of council was held, rather, a special meeting between a Council member, a resident, and our Director was held to discuss programming already decided. You also stated “I invited Angie V to attend as it is the Mayors choice”. Please point me to either the Parks and Rec By-Laws, the City Charter or any other official document of the city where it states that it is the Mayor’s choice to demand or direct programs of any appointed Commission within the City of Fraser. I have failed to find where you have that authority.

In closing you are correct about one thing, Christmas is for Kids, which is why the Commission decided that the Fraser Goodfellows should be the group to turn on the lights (personally I would be thrilled if Sarah’s children would accompany them in doing so) since they do so many positive things for kids especially during the Christmas Season. The Commission also decided that our Public Safety could use some positive reinforcement. They are quite often unnecessarily scrutinized as they put their life on the line every day with little to no thanks from the general public. I would think that you would be thrilled to share the moment with them as they offer the key to one of the safest cities in Macomb County to Santa as he arrives. You speak of good traditions…… the Parks and Rec Commission in starting some new ones, Fraser needs it.

I hope by your last response that you have changed your mind in this matter and the event will go on as planned by the Recreation Commission and Director. If not, As noted by Mr. Winowiecki the attached email is pretty specific in that you would not be available on December 3rd. You also asked if Christina had someone special to be recognized. Subsequently the Recreation Commission working with the Recreation Director has made plans, including whom to recognize.

Now, two weeks before the event you decide that not only will you be there, but it appears that you want to change the entire agenda and persons involved. I am sorry Mayor, but you do not have unilateral authority in this matter and, barring a special meeting and having the Council overrule the Administration and Recreation Commission, the event should go on as planned.


This is a LONG thread but a clear example of how a simple title can go to someones head.

Today I sent a letter to ALL of Fraser City Council and Dept heads about a poll we are conducting on F.A.I.R. I will post any updates or responses I receive.

Here is the letter……

Good Morning,

Tomorrow is one year since this current council was sworn in. I need not at this point go into my own personal opinion being I speak about this on my “Low Budget Podcast as endorsed by Mr Hemelberg” ( Clip Below).

Yet being this question has been brought up by MANY people around town I felt the need to conduct a poll on Facebook over at F.A.I.R. ( Fraser Advocates For Integrity And Responsibility) to give a non scientific gauge of public perception.

If you are brave enough to look ( I know some on this council get vapors about social media and the NATIONAL ENQUIRER angle) you will be able to get a small but accurate representation of the community you represent.

My hunch is if everyone on this council ACTUALLY took the time to study and not say “HomeworK’ ad nausea your rating would be better. If you took the time to ask relevant questions not “where did the fire hat go” the public might respect you a lil more.

This is why a recall is being considered by your fellow citizens of some of you. While I personally am not a fan of this measure, I have seen enough unprofessional behavior on this council to last two, four year terms. The audio and video evidence along with emails ( Matt you still have not answered my email from last week) is overwhelming.

I suggest you take a moment and reflect on why you ran in the first place. Was it actually to serve the citizens of the town you represent or just to get a cool title with a faux badge.

The definition of a hypocrite is a person who pretends to have certain beliefs, attitudes or feelings when they really do not.

An example of a hypocrite is a person who says they care about the environment, but are constantly littering.

Joe Nichols is a hypocrite. That’s right. The Mayor of Fraser is a hypocrite. “Why?”, you ask. Let me tell you why.

Unity. That was the main topic of the speeches I heard last Wednesday from the President and both Presidential candidates. As I listened, I was reminded of the speech Joe gave at the September council meeting.

Great speech huh? Almost brings a tear to your eye. Well, not really.

Let’s fast forward to the November council meeting. On the agenda was a request for council to purchase a replacement phone system for all City facilities at a cost of $46,139. That is a lot of money for the City to spend, especially after the Public Safety Millage was just voted down and cuts need to be made. Is it needed? Probably.

Before the November meeting, Joe requested and received a letter from Keith Spicer of MichTel. He services the current phone system of the City. Joe wondered the state of the current system and was a new system necessary. Did Joe share Keith’s response with all of council before the meeting? NO. Only a select few. Why not share with ALL of council? You would think that this information would be vital in helping other councilmembers make their decision. When Patrice asked why this letter was not shared with ALL, this was Joe’s response.

OH….and at the 11th hour, an item was added to the agenda. It seems the City’s Finance Director received a job offer and requested a 23% pay raise or she was leaving. She got her raise. 4 on council voted yes to the raise. I’ll let you guess which 4.

Anger Management Fraser City Council Edition

Now that the national election is over it is time to focus back on the home front.

City Council has been seated for one year on Nov-16-2016. We all have been dismayed at times with the behavior of the members. After one year though it seems that all some members of council want to do is to micromanage city hall employees whom work for the citizens each and every day.

So I feel it is time WE THE PEOPLE start asking questions of those elected officials who work for us.

Below is an email I sent to all of council this morning asking Matt Hemelberg about his rather rude response to Kathy Blankes question of why he was interested in a minor traffic accident involving Fraser Police. All emails are listed below and I will post any responses here.

Time we held those that were elected accountable for their childish behavior

Good Morning Matt,

I wanted to thank you for including me in a email that you sent to my friend Kathy Blanke last week. Please feel free to forward ANY email to me at anytime. As you are well aware by now being you are going into your 4th year as a councilperson, you really have almost zero expectation of privacy in regards to goverment communications. This is truly what we call transparency and it is a great thing.

I was shocked by the email response you gave ( even for you) on a general question from Kathy. SO…. being that you and others seem to be preoccupied with micromanaging everything at city hall and gumming up the system , I thought maybe I could adopt the same attitude and find out what your and others intentions are. After all, you represent the people of this city and you answer to us.

First off your response to Kathy was incredibly unkind and unprofessional. Why would you treat a fellow colleague who is a long time resident and well respected one at that, in such a shabby way? What warranted such a crass response? Do you treat your family this way? Your customers? How about Joe? She was asking a question about a question you asked, which seems hardly a reason to pop off like that. What are you hiding?

What is your concern with the accident you were asking about or ANY accident involving FPS? Are you questioning their professionalism? If so, what specifically? I seem to recall you did the same thing back in Oct of 2015 involving a accident with the cities current tow truck company. You wanted to know if proper procedure was followed. How familiar are you with police procedure in routine accidents and what was your concern there? Are you always hyper concerned with procedure in fields you do not work in?

I’m sure with all the important issues that are facing the city right now you can appreciate the concern that I and others have that maybe your attention is not focused where it really ought to be. Also maybe your response to Kathy might not have been the kindest and possibly you could refrain from that in the future.

Also…..spell check is your friend. Get to know it.
